Special Education Support

Each student with disabilities will be given their IEP based services in a virtual format to the greatest extent feasible. This includes all related services such as speech and language, occupational therapy and physical therapy.

To protect your child’s health and safety, as well as our student body, staff, your family, and the community, these temporary remote learning supports were put in place as a result of current state and local health conditions requiring LEUSD to start the 2020-21 school year using the PHASE 1 Distance Learning Model.

The District is not changing your child’s IEP placement or services. Rather, the alternative program developed by your child’s case carrier will be during this PHASE 1 school reopening only. When it is safe to return to a regular school program, your child will receive the placement and related services that is written in his or her IEP.

English Learner Support

As part of the standard instructional day, elementary students will continue to receive integrated (on going) and designated (specific) English Language instruction virtually on a daily basis by their teacher and/or para-educator.

Secondary students will have a period allocated to English Learner instruction during their virtual instruction day supported by their teacher and/or para-educator.

Web-based programs, Imagine Learning (K-8) and iLit (9-12) will also support all EL students. Students will need to log in and complete prescribed time of instruction.

Apoyo para estudiantes de inglés

Como parte del día de instrucción estándar, los estudiantes de primaria continuarán recibiendo instrucción de la lengua inglesa integrada (en curso) y designada (específica) virtualmente a diario por su maestra y / o maestra auxiliar.

Grab 'n Go School Meals for 2020-21

Beginning Tuesday, August 18, curbside meal distribution will take place twice a week. Eligible students include those who have prepaid for meals using SchoolPay, and students who are approved for the free and reduced meal program.

IMPORTANT! PLEASE READ!

Students do not need to be present for meal pick up. Bring your Bar Code Letters, instead!

• Letters with Bar Codes to identify each student are being mailed to all families. Keep these in a safe place, so letter(s) can be brought with you each time meals are picked up!

• Bar Code letters for each student need to be brought with you whenever meals are picked up.

• For student households that qualify for free and reduced meals, you, too, must bring Bar Code letters with you for each child.

Paid students will be charged for four meals on Tuesday and six meals on Thursday. Total cost for Elementary students is $8.50 on Tuesday, $12.75 on Thursday. Secondary student cost is $9.00 Tuesday, $13.50 on Thursday.

School Athletics: CIF’s Modified 2020-21 Sports Schedule

On July 20, 2020, CIF (California Interscholastic Federation) published a modified schedule for athletics, adjusting for the COVID-19 pandemic and its impact on our schools and our communities.

There will be two seasons: fall and spring, starting in December 2020 and going through June 2021. Our High School Athletic Directors are already working on rescheduling games to fit the modified schedule. The modified schedules will include Section, Regional, and State Championship games, and more information about dates and formats will come from CIF at a later date.

CIF has also suspended certain Bylaws regulating the simultaneous participation in club and high school sports. With this Bylaw suspension, student athletes may participate on a club team at the same time they participate on their high school team.

NOTE: before the sports calendars below can be implemented, local high school athletics (and club teams) are still subject to prevailing state and local health orders. According to County Counsel for Riverside County, youth team sports, conditioning, and drills, are prohibited under current guidance from the State Department of Public Health (CDPH).

Deportes Escolares: El calendario deportivo modificado de 2020-21 de CIF

El 20 de julio de 2020, CIF (Federación Inter escolástica de California) publicó un horario modificado para el atletismo, adaptándose a la pandemia COVID-19 y su efecto en nuestras escuelas y nuestras comunidades.

Habrá dos temporadas: otoño y primavera, a partir de diciembre de 2020 y hasta junio de 2021. Nuestros directores de atletismo de la escuela secundaria ya están trabajando en la reprogramación de los juegos para que se adapten al horario modificado. Los horarios modificados incluirán juegos de campeonatos de sección, regionales y estatales y más información sobre fechas y formatos vendrá de CIF en una fecha posterior.

About School Reopening and Distance Learning for All LEUSD Students

Following the Governor’s distance learning school mandate of July 17, many parents have asked about the difference between LEUSD’s Distance Learning reopening plan and our voluntary 100% Virtual Instruction option. This issue of our School Reopening Countdown Series highlights differences and key similarities, as we prepare to start the 2020-21 school year on August 12.

PHASE 1 District-wide Distance Learning Model—this is a short-term educational setting that is temporarily in place while all students in the school district are required to learn from home. LEUSD will start the 2020-21 school year in a distance learning model. When allowable under state and local health standards, LEUSD would then transition to PHASE 2, returning students to campus under a hybrid model (a combination of classroom learning with some online instruction).

100% Virtual Instruction Model—this is a long-term educational setting taught by pre-assigned teachers. Parents and Guardians voluntarily signed their children up for this model. This model is not subject to physical transitions (PHASE 2 or PHASE 3) because students will be supported 100% online. Upon request, a child may return at the Quarter or Semester break once PHASE 2 or PHASE 3 is authorized.

WHAT DISTANCE LEARNING AND 100% VIRTUAL INSTRUCTION SHARE IN COMMON

• Daily teacher instruction and student interaction with classmates
• Text books/media and materials will be provided to students for use at home (notification will be coming separately on the dates and procedures for pickup)
• Student attendance will be taken daily and monitored for active participation
• State standards-based curriculum for all TK-12 grade levels ensures academic rigor
• Grades, student assignments and assessments will “count”

TECHNOLOGY WILL BE PROVIDED TO STUDENTS UPON REQUEST

iPads and accessories will be distributed through your child’s school by request. Please notify your school’s site administrator to make a request.

• Pickup appointments will be confirmed by your child’s school following receipt of request.
• COVID-19 safety precautions must be followed during pick up and return of equipment.
• Prior to August 12, LEUSD will provide robust online student and family training support.
• Links to tutorials and demonstrations will be announced separately to get the most from distance learning.

ADVISORY NOTICE: 2020-21 SCHOOL REOPENING

16-JULY-2020.  Out of an abundance of caution and concern for the health and safety of our students, staff, and families, today the Lake Elsinore Unified School District is announcing our intention to re-open instruction on August 12th in a full distance learning format.

This plan of action has not been reached lightly. All possible options for opening our schools in a safe manner have been thoroughly considered. The only safe option at this time is a temporary full distance learning option. When it is safe to move into a hybrid model or full traditional instruction during the 2020-21 school year, that is our intent.

We are sharing this advisory now, to give our families more time to make the necessary plans for their students to begin the school year online.

We will also use this time to work with our teachers and staff to ensure that in the Phase One-Distance Learning model, all students shall receive instruction and content five days a week in a 100% virtual format. All content and instruction shall be mandatory, graded, and aligned to grade-level standards. Support for English learners, students with disabilities, foster students, and homeless youth shall be provided.

The COVID-19 pandemic cannot be taken lightly. We continue to refine our three-phase plan for instruction during the 2020-2021 school year. These three phases are as follows: Phase One, full distance learning; Phase Two, hybrid model; and Phase Three, full traditional, which is our goal as soon as can be safely achieved.

Our school district and Board of Trustees are committed to continually monitoring the COVID-19 situation, and to reevaluating the public health data related to this phased reopening plan.

It continues to be our goal to return to full traditional instruction as soon as it is safe for our students, staff, and families to do so. We will update the community with additional details as we approach the 2020-21 school year.

16-JULIO-2020.  Debido a una gran cantidad de precaución y preocupación por la salud y seguridad de nuestros estudiantes, personal y familias, hoy el Distrito Escolar Unificado de Lake Elsinore anuncia nuestra intención de reabrir la instrucción el 12 de agosto en un formato de aprendizaje a distancia completo.

Este plan de acción no se ha alcanzado a la ligera. Todas las opciones posibles para abrir nuestras escuelas de manera segura se han considerado a fondo.  La única opción segura en este momento es una opción de aprendizaje a distancia completa temporal.  Cuando es seguro pasar a un modelo híbrido o una instrucción tradicional completa durante el año escolar 2020-21, esa es nuestra intención.

100% Virtual Learning Option Request Form is Open Until Sunday, July 26, 2020

The State of California and Riverside County have seen an increase in the number of COVID-19 cases. Due to the increase in cases, the new orders from California Governor Gavin Newsom on July 13, 2020, and the volume of parent requests, we will reopen the opportunity to request the 100% Virtual Instructional Model for the 2020-21 school year.

• Please only complete this Form if you are certain you want your child enrolled in the 100% Virtual Model and you did not complete the Form when the original window was open in June.
• If you completed the original Form in June, your child is already enrolled in 100% Virtual and you do not need to resubmit the Form.

Important Notes:

Students who are moved to the 100% Virtual Model will remain a member of their current school, but will not attend school for any classes.

Students who begin in the 100% Virtual Model will be able to return to the Traditional Instructional Model as long as space is available and only at a natural break in the school year- on a Quarter in Elementary and Middle Schools, or on the Semester at the High Schools.

It is possible that certain specialized programs or classes may not be available to your child in the 100% Virtual Model. This is especially true at the High Schools.

Beginning the week of July 27, 2020, we will start filling the 100% Virtual classes. You will be notified by your school in August of your child’s schedule for the 2020-21 school year. Please remain on the lookout for communication from your child’s school.

To repeat, please only complete this Form if you are certain that you want your child enrolled in the 100% Virtual Model in 2020-21, and you did not complete the Form previously in June.

When it comes to health promotion and disease prevention in reopening schools, district nurses are champions! School nurses are lead health proponents on our district school reopening task force. When schools reopen, this is what our health team wants parents to know:

Keep Students Home When Sick

Each day before school, parents should screen their children for symptoms of illness and check temperature. When to stay home from school:

• symptoms of illness are present
• fever greater than 100° F
• recent close contact with a person diagnosed with COVID-19

If your child needs to stay home due to illness, please notify the school. Return to school must be coordinated through the school Health Office.

School Staff to Monitor for Illness

School staff will monitor for signs/symptoms of illness throughout the day. If illness is suspected, students will be referred to the Health Office. If exhibiting COVID-19 symptoms, student will wait in isolation with continued supervision until picked up by an authorized adult. It is extremely important that students be picked up as quickly as possible to avoid prolonged exposure and to seek prompt medical care if needed. Parents should ensure that their child’s emergency contacts are up to date in the event that they are unavailable. Emergency contacts are updated yearly through the Online Registration process. In case of emergency, 911 will be called.

Promote Healthy Hygiene Practices

1. Wash hands often, for at least 20 seconds, or use hand sanitizer if soap and water are not accessible. This should take place when: 
   1. arriving and leaving home and school
   2. before and after eating
   3. before and after using the restroom
   4. after coughing, sneezing, or blowing nose
   5. after playing outside
   6. before and after using shared surfaces or items
   7. after having close contact with others
2. Avoid touching eyes, nose, and mouth.
3. Cough or sneeze into a tissue or their elbow. Used tissues should immediately be thrown into the trash.
4. Wear cloth face coverings when recommended.* Cloth face coverings are most essential in settings where physical distancing cannot easily be maintained, such as school buses or other settings where space may be insufficient. It is important to wear or remove face coverings correctly. Wash your hands after handling or touching a used face covering. Cloth face coverings should be washed after each use.

Medication Administration at School

Some students need to take medication at school. The Health Office will take steps to ensure the safety of all students and minimize office clustering.

If your child requires medication while at school:

1. Print the appropriate form(s) from the district website
2. Sign the parent/guardian portion
3. Have your child’s physician complete the physician’s portion
4. Make an appointment with the school’s Health Office to return the completed form with your child’s medication (original, labeled container required)

If your child uses a nebulizer medication at school, parents should speak to their doctor about switching the delivery to an inhaler. This is important because COVID-19 is an Aerosolized Transmissible Disease and nebulizers generate aerosol particles that can carry viruses and bacteria deep into the lung.

Stay Informed

School Health Offices will coordinate important messages through our ParentSquare platform, or via direct communication, as necessary. District and school web sites will include COVID-19 updates and health related information. The goal is to ensure parents and students maintain healthy practices at school and in the home.

Mental Health Following the School Closure and Reopening

The entire education community has been affected by the COVID-19 pandemic. The community has also experienced high levels of stress from the disruption of daily lives and the physical health of oneself and others.

Editor’s Note: this is the second part of our coverage this week on Social Emotional Health and Mental Health.

Our district offers many supports to students to meet their needs and address barriers to education. Having been away from school for quite some time can cause various feelings, emotions, and thoughts. We are here to help. Here are just a few resources available now.

CARE SOLACE

COVID-19 may cause fear, stress or loneliness in your community. Moreover, it may exacerbate the symptoms of people with preexisting mental health conditions. LEUSD has partnered with Care Solace to help provide mental health resources for our students and family members. Care Solace is an online resource with a live 24/7 concierge team meant to assist individuals in finding local mental health-related programs and counseling services. LEUSD works with other local agencies in the community to support the mental health of our students.

Behavioral Resources for Parents

We have many behavioral and mental health resources available to parents and students on our website. We understand that sometimes it is hard to talk to people about feelings and emotions. However, we do strongly encourage our students and families to seek help when emotions are running high.

Help When You Need It: It’s Up to Us

A great resource for reaching out and talking to someone about mental health needs is Its2riverside.org. The It’s Up to Us campaign is designed to empower individuals in Riverside County to talk openly about mental illness, recognize symptoms, utilize local resources and seek help.

STOPit

Each LEUSD School has the STOPit app which allows for anonymous reporting of behaviors of others that can be causing distress to students. We encourage students to use this communication to inform their school administrators. If there are ways we can prevent emotional distress on school campuses, we want to know.

SOCIAL EMOTIONAL LEARNING Strategies During COVID-19

As part of the community of education, we know that our students’ mental and emotional health is important to their overall success in the classroom and in life. COVID-19 has been stressful on everyone, children are no exception.

Perhaps you have heard the acronym ‘SEL.’  This stands for Social Emotional Learning. One of our goals in educating your children is to increase their abilities in coping, adapting and managing various situations. SEL does just that by providing students with appropriate strategies.

In our elementary schools we have a dedicated team of teachers that support this area of learning. This group provides our classroom teachers with strategies to support students in the area of SEL.

We care about the Social Emotional aspect of students because:

• When students feel emotionally safe, they have more focus on learning.
• When students feel emotionally safe, they are able to ask for help from teachers and/or peers.
• When students feel emotionally safe and connected, they want to attend school.
• Learning about emotional responses and social skills will help them in life.

Does Social Emotional Learning only apply to Elementary age children?

Everyone has social emotional needs, we can all benefit from taking a closer look at how we handle situations and identifying ways to manage our emotions. When we pause and reflect on what made us happy, sad, angry and/or other emotions and our reaction to these emotions, we are addressing our Social Emotional needs.

What can I do to support my child’s social emotional needs?

• Ask your child questions about their emotional state:

• • “What are you feeling right now?”
  • “What do you think is causing this feeling?”
  • “Is there something I can do to help?”

• Calm voice tones help open up conversations and communication. If you can model calm, your child will often join you in the calm attitude.
• Remember, when it comes to feelings, children do not have a right or wrong feeling.
• Allow your child to express their feelings.
• Discuss appropriate ways to let out more aggressive or harmful emotions.
• “It is okay to be angry but we must not break things or hurt yourself or others.”
• Non-judgmental questions allow children to feel supported and more willing to engage in dialogue with you.

Estrategias de aprendizaje socio emocionales durante el COVID 19

Como parte de la comunidad educativa, sabemos que la salud mental y emocional de nuestros estudiantes es importante para su éxito general en el aula y en la vida. COVID-19 ha sido estresante para todos, los niños no son la excepción.

Let’s Get Physical: Looking Ahead to High School Athletics and Activities

Extracurricular activities are an important part of every school. Students participate in athletics, performing arts, and many other activities as part of their individual development. As with all facets of reopening, student and staff safety are paramount to all extracurricular guidelines, which is why athletics has two phases of reopening.  Phase 1 is discussed below and the transition to Phase 2 will be determined at a later date.

Moving into Phase 1: July 1, 2020

Phase 1, as outlined by CIF State Guidelines for Return to Physical Activity/Training, and a June 12th CIF news release entitled 2020 Fall Sports and Return to Physical Activity/Training, allows for individual skill development and workouts. Workouts will be conducted in small pods with the same 5 – 10 students working out together weekly to limit overall exposures. All social distancing guidelines will be followed.

Students must arrive ready to participate and bring their own water bottle. Students are not to share any items, including equipment, clothing, shoes, towels, etc. Any available hydration stations are for filling the student’s personal water bottle only. All locker rooms will be closed and unavailable for use.  Students will need to leave campus immediately following their activity/training.

It is highly recommended that students wear a face covering. The exceptions may include:

• high intensity aerobic activity
• swimming
• distance running

Physicals and Health Screenings

All athletes must obtain a Physical and complete a 2020-2021 Preparticipation Physical Examination packet before engaging in any athletic event, including try outs and practices. Please contact your coach with any questions.

Students at higher risk for severe illness from COVID-19 should consult with their doctor before participating in any athletic or extracurricular activity.

Parents should screen students before sending them to practice. Students who show signs of illness are not allowed to participate in extracurricular activities. Students who have been exposed to a COVID-19 positive individual, should also be kept home. Anyone with signs/symptoms or who has been exposed to a COVID-19 positive individual should consult with their health care provider. Once students arrive for any extracurricular activity, they will be screened for signs/symptoms of illness, which may include temperature checks and completing a health questionnaire.

Any student found to have signs/symptoms of illness will be required to have a doctor’s clearance before returning to extracurricular activities.

GERM BUSTERS: This School has been Cleaned, Sanitized and Disinfected

Our schools will reopen in eight weeks, but the COVID-19 pandemic is far from over. Preventing transmission of novel coronavirus, which causes COVID-19, is essential for safely reopening schools. Cleaning, sanitizing and disinfecting classrooms, facilities, equipment and supplies used by students will play an important role.

Our school reopening plan includes cleaning, sanitizing and disinfecting of every LEUSD classroom and support area this summer, in accordance with school cleaning standards from the Centers for Disease Control and Prevention (CDC). When students and staff return in August, classrooms and school facilities will be fresh, ready, and safe for occupancy.

Summer Cleaning and Disinfection Protocol

The CDC guidance for cleaning and disinfecting schools includes: 1) concentrating on indoor areas that have been occupied within the last 7 days; 2) identifying frequently touched surfaces and objects to be disinfected, identifying the type of material or surfaces and appropriate cleaning methods and equipment needs; and 3) implementing a schedule for deep cleaning and disinfection. The CDC recommends using EPA-approved disinfectant products that kill novel coronavirus and other germs, following directions as labeled, wearing appropriate Personal Protective Equipment (PPE), and taking safety precautions.

The district is constantly revising its COVID-19 cleaning and disinfecting plans, using the latest guidance available. A vigorous COVID-19 cleaning and disinfection protocol will remain in force through 2020-21. Recurring custodial lead training will continue, to ensure quality control.

Starting this week, after an entire school has been cleaned, sanitized, and disinfected, the site cleaning team will merge with custodial members at other sites, resulting in a cleaning surge to carry on through summer.

• Elementary Schools will be complete in early July; Middle Schools by July 17.
• Cleaning of High Schools by July 31 will enable the entire germ busters force to perform a deep cleaning and disinfecting sweep prior to reopening.

Attention to HVAC Maintenance and Air Filtration

Regularly cleaning and inspecting air vents in classrooms and work spaces is part of LEUSD’s COVID-19 protocol. CDC guidelines include adjusting HVAC equipment to increase the outdoor/indoor air mixture to pull in more fresh air from the outside. The District follows a quarterly maintenance schedule for HVAC filter replacement; this will continue through 2020-21.

Doing Our Part Together When Schools Reopen

Reducing and disrupting the spread of novel coronavirus is the key to controlling the COVID-19 pandemic. Therefore, as schools reopen, we must ALL continue with recommended health and safety practices, especially frequent hand washing and/or using hand sanitizer, reducing sharing of frequently touched objects or supplies used by students, and most importantly, staying home if one is sick. Our custodians are equipped with EPA-approved cleaning products and appropriate PPE. Over 60 portable “mister” type machines have been ordered for classroom disinfection; purchasing hand sanitizer, extra soap dispensers and COVID-19 cleaning supplies will continue, for a safe school reopening this August.

A CLOSER LOOK: Planning and Communications Coordination

Our District is taking a coordinated planning approach to school reopening this fall. Our partners include the Riverside County Office of Education, the California Department of Education, neighboring school districts, and local health authorities. Stakeholder feedback from parent surveys, small groups, and community leaders is also informing school reopening plans. As a result of this close collaboration, LEUSD and surrounding districts are in alignment on instructionally sound learning models for 2020-21:

• In a Traditional Model, the goal is for students to be in school every day with their teacher(s).
• A Hybrid Model contemplates part-time school attendance with part-time virtual instruction. Students will be supported with teacher led-instruction both in the classroom and online.
• The Virtual Model enables parents and families who prefer keeping their children safer at home to register for online learning in 2020-21, while preserving a child’s connection with his or her regular school. Virtual Learning students may participate in extracurricular activities just as any regular school student, to the extent these programs are allowed to come back under new COVID-19 guidelines (in a future issue, we will discuss what extracurricular athletics and activities could look like this fall).

Existing State Guidance on reopening allows school districts to set their own student schedules and Instructional Learning Models, while following state and local COVID-19 precautions for keeping students and others safe. Reopening plans of all school districts in Riverside County may soon be finalized following the expiration of the current school closure order June 19th, subject to school reopening guidance and any subsequent COVID-19 directives.

COVID-19 Communications

The countywide COVID-19 communications response is under a coordinated system led by the Riverside University Health System, Public Health Departmental Operations Center (RUHS DOC), Riverside County Emergency Management Department (EMD), and the Riverside County Office of Education (RCOE). LEUSD school communications pertaining to COVID-19 have been coordinated with the above authorities to ensure accurate and timely information. This collaboration will continue during the 2020-21 school year.

About ParentSquare and Infinite Campus

Regular communication with our student families is occurring weekly via ParentSquare. ParentSquare is LEUSD’s official communications app for parents, guardians and staff. This automated system is used for both non-emergency and emergency notifications over the telephone, email, and SMS text.

The ParentSquare app may be downloaded for free, wherever you get your apps. However, it is not necessary to load the app to receive announcements through regular telephone, SMS and email. ParentSquare is linked to the student information database that parents complete during online registration through an Infinite Campus Parent Portal account (IC). IMPORTANT: parents must update information in IC for incoming or new students for the 2020-21 school year. The annual update in IC is also necessary to maintain a valid ParentSquare profile.
