Title I Parent and Family Engagement Policy

At Lake Elsinore Unified School District, we know students are most successful when schools and families work together. We value strong partnerships with parents and are committed to creating meaningful opportunities for families to be involved in their child’s education.

Our goal is to strengthen communication between home and school, support families with helpful resources, and provide opportunities for parents to take an active role in their child’s learning and school experience.

How We Partner with Families

We work alongside families to support student success by:

  • Providing strategies and resources families can use at home
  • Sharing information about curriculum, assessments, and student progress
  • Connecting families to community programs and services
  • Encouraging open, two-way communication between schools and families
  • Offering opportunities for families to volunteer and be involved on campus
  • Supporting parent voice and leadership through committees and advisory groups

These efforts work best when schools and families stay connected and engaged together.

Opportunities for Parent Involvement

Families of Title I students are encouraged to participate in a variety of ways, including:

  • Attending an annual Title I meeting to learn about the program and family rights
  • Helping review and improve Title I programs and policies
  • Participating in regular school and district communication
  • Attending meetings about curriculum, assessments, and student expectations
  • Joining committees such as School Site Council (SSC), ELAC, and DELAC

We value your input and encourage families to share feedback and ideas throughout the year.

School-Level Partnerships

Each school receiving Title I funding works with families to develop:

  • A School Parent and Family Engagement Policy, created in partnership with parents
  • A School-Parent Compact, which outlines how schools and families share responsibility for student success

These agreements reflect our shared commitment:

  • Schools provide high-quality instruction and support
  • Families support learning at home and stay connected with the school

District Support and Family Learning

At the district level, LEUSD provides additional opportunities to stay involved, including:

  • District Title I Parent Summits held throughout the year
  • Training and resources to help families support student learning
  • Staff training to strengthen relationships with families
  • Coordination with programs such as Head Start and Special Education

Access for All Families

We are committed to making participation accessible to every family. Information is provided in home languages and in easy-to-understand formats. We strive to remove barriers so all families can fully participate in their child’s education.

PARENTS’ RIGHT TO REQUEST TEACHER QUALIFICATIONS (TITLE I SCHOOLS)

At the beginning of each school year, local education agencies receiving Title I funds through the Elementary and Secondary Education Act (ESEA) are required to notify parents whose student(s) attend a Title I school that they may request, and the agency will provide the parents on request (and in a timely manner), information regarding the professional qualifications of the student's classroom teachers, including at a minimum:

  1. Whether the student's teacher: Has met State qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction; Is teaching under emergency or other provisional status through which State qualification or licensing criteria have been waived; and is teaching in the field of discipline of the certification of the teacher.

 2. Whether the child is provided services by paraprofessionals and, if so, their qualifications.
