Prop 28

About Proposition 28: Arts and Music in Schools

On November 8, 2022, California voters approved Proposition 28, the Arts and Music in Schools (AMS) Funding Guarantee and Accountability Act. This measure established a permanent source of funding to expand arts education in public schools, beginning in the 2023–24 school year. Each year, approximately one percent of the state’s Proposition 98 K–12 funding is dedicated to this program. These funds are allocated directly to school sites to expand student access to arts and music education.

At Lake Elsinore Unified School District, we are committed to using these funds to enhance and grow high-quality visual and performing arts opportunities for all students. Our goal is to create inclusive, engaging experiences that support creativity, exploration, and a lifelong appreciation for the arts.

Programs supported through Proposition 28 funding may include instruction in areas such as visual arts, music, theater and dance, graphic arts, coding, and STEAM-related learning.

State law also outlines how these funds must be used. Districts with 500 or more students are required to spend at least 80 percent of funds on staffing to provide arts instruction. Up to 20 percent may be used for professional development, materials and supplies, or partnerships with arts organizations.
