English Learner Program Overview

Lake Elsinore Unified School District provides an English Learner (EL) Program for students whose primary language is not English and who are still developing English proficiency.

The program is designed to support students in building the language skills they need to succeed in school and beyond.

Program Goals

The English Learner Program supports students by helping them:

  • Develop both social and academic English
  • Meet grade-level academic standards in all subject areas
  • Build confidence and skills to navigate different cultures and learning environments

Instructional Support for English Learners

English Learners are provided access to the same core subjects as all students, including English Language Arts, Mathematics, Science, History-Social Science, Visual and Performing Arts, Health, and Physical Education.

When students are still developing English proficiency, additional support is provided through:

  • English Language Development (ELD) instruction
  • Specially Designed Academic Instruction in English (SDAIE)
  • Primary language support, when appropriate

Teachers use a variety of instructional strategies designed to support language development while helping students access grade-level content.

Parent Partnership Opportunities

Families play an important role in supporting student success. Schools provide opportunities for parents and guardians of English Learners to participate in decision-making and program development.

English Learner Advisory Committee (ELAC)

Schools with 21 or more English Learners are required to establish an English Learner Advisory Committee (ELAC). Parents and guardians of English Learners elect members to serve on this committee.

The ELAC works with the school principal and staff to:

  • Provide input on programs and services for English Learners
  • Assist in developing the school’s needs assessment
  • Support the review of the school’s English Learner plan
  • Help promote regular student attendance

District English Learner Advisory Committee (DELAC)

Each school ELAC selects at least one parent representative to serve on the District English Learner Advisory Committee (DELAC).

The DELAC provides input to the district on programs and services for English Learners and helps guide district-level planning.

The district provides training, materials, and support—such as translation services, childcare, and meeting resources—to ensure parents can fully participate in these committees.

Additional details about the English Learner Program, ELAC, DELAC, and resources for families are available in the sections below.
