Overview

Lake Elsinore Unified School District's English Learner Program (EL) provides services for students who have a language other than English in their home and are not yet fully proficient in English.

 

The goals of the program are to:

  • help students develop both social and academic English;
  • support students as they work toward meeting the state’s grade level content area standards;
  • encourage students as they develop cross-cultural proficiency.

Instructional Needs

English Learners need opportunities to learn the core curriculum, as it is designed in California, through the study of English Language Arts, History, Social Science, Mathematics, Science, the Visual and Performing Arts, Health and Physical Education.
 
When English Learners do not have sufficient fluency in English to enable them to access the core curriculum through traditional or mainstream instruction in English, instructional needs generally fall under, 1) English Language Development (ELD), or 2) access to the core curriculum, which involves two instructional methodologies: academic instruction in the primary language, and primary language development and Specialty Designed Academic Instruction in English (SDAIE).
 
The EL program pairs trained teachers and specially designed academic instruction delivered in English in ways to account for the learner's level of English proficiency, using a variety of instructional strategies for learning success.

Parent Partnership Opportunities: DELAC and ELAC Committees

Any LEUSD school with 21 or more English Learners, regardless of language, must form an English Learner Advisory Committee (ELAC),or subcommittee of an existing advisory committee. Parents or guardians of English Learners elect parent members of the school committee or subcommittee. Each school committee elects at least one parent member to the District English Learning Advisory Committee (DELAC).
 
The purpose of the ELAC is to advise the principal and school staff on programs and services for English Learners. This is accomplished through a series of tasks that include:
  1. Development of a detailed master plan for English Learner education for the individual school, which is submitted to the district governing board for possible consideration and inclusion in the district's English Learner education master plan;
  2. Development of a school's needs assessment;
  3. Administration of the school's annual language census;
  4. Ways to make parents aware of the importance of regular school attendance.
The school district provides training, materials, and funding (e.g., district provided child-care, translation services, food, and other meeting expenses) to assist each ELAC and its members to carry out their required legal responsibilities.
