LEUSD's MTSS Framework in Action

Introduces the district's Multi-Tiered System of Supports (MTSS) collaborative, an initiative begun in 2014-15 that continues to grow in supporting the needs of all students through behavioral, social-emotional, and academic attainment.

hello I'm Kevin Schaefer assistant director of special programs for West End a joint Powers Authority dedicated to success for every learner the Lake Elsinore Unified School District has partnered with the California Teachers Association the California partment of education and West Ed to provide all students what they need to learn and Thrive the multi-tiered system of supports or Mt best framework is the foundation of this partnership in the summer of 2014 teams representing 14 School sites from elementary 2K convened a task force to learn about mtss as it relates to improving learning outcomes for all students over 100 teachers Curren administrators union members and community members participated in this hands-on experience them involving parents more on getting our opinions taking our perspective of different areas and letting pair have a voice for their children and TSS is not a place it's not a thing it's not a prepackaged program it's a holistic framework improve services for all students looking at their academics or social emotional as well as their behavioral needs and tan says turmeric is not about your kids or my kids it's all of our kids and coming together you know as a team and again that would bring into the support from all aspects of Education to make sure that the kids that you have in your classroom get a quality first-class education add an old model of response intervention but I feel like with multi-tiered system of support we're going to have all of the pieces talking together about being able to improve our RTI model and being able to actually implement it with Fidelity by you know getting all the stakeholders together let's get the teachers and minutes nearest parents together team of advocates for special kids is very excited and working with Lake Elsinore we really feel that in the future that the MTS model that Lake Elsinore has developed will go Statewide within Pierce's going to be able to accomplish in with teachers can look forward to down the road is is that report that they've they've always wanted in a framework of mtss we're trying to make kids college and career-ready one of the big goals is to deliver high-quality education to each and every student might take away from the district's three-day conference was it all students can learn they may require different layers of support best friend TSS comes down system of supports or MTS framework is designed to address the academic behavioral and social emotional needs of all students regardless of whether they are struggling or have advanced to learning needs mtss means being prevented and oriented knowing who needs as early as possible and putting those supports in place the multi-tiered system of supports is a framework of interactive components working at both the classroom and District levels including professional learning communities leadership and empowering culture curriculum Universal Design for Learning assessment and supports and resources professional learning communities or plc's are the collaborative interactions by like individuals that analyze data to determine appropriate student supports the PLC model to the whole MTS process teachers were together for not into the classroom but for all the students we're not just saying that kid he has maybe this problem with our that we're actually looking at data saying okay here's this student what are we going to do with him based on these particular screenings we collaborate as a community of fellow teachers until then go back into the classroom and work on doing better lessons and driving future instruction together as a team Woodmont on behalf of the district to make plc's work within the teachers work day we want teachers to be at the Forefront of the decision-making process Broncos out of the classroom  leadership is an essential component to an MTX s framework all stakeholders are leaders from our students to our parents to our certificated and classified staff he can say that he can make an impact and that's the way leave to bring it back to the site which I think is very exciting and empowering everybody is a leader everybody can can make an impact mcss allows us all that ability to be leaders to make sure that we are working together collaborating and ensuring that all of our students needs are being met and empowering culture allows for all stakeholders at all levels to have a voice and input in providing supports to all I'm so excited this new mtss environment is really making me feel as a parent more involved as a remember to parent mtss framework gives us the tool to allow us to to come together and to empower the community and the students and everyone else involved chance will be provided the opportunity to participate with those families and to continue to engage those families in networking and mentoring throw the empty SS system so that we can understand and making understand the input that the school district needs to have the lot of positive coming from this providing an evidence-based curriculum weather be or Behavioral or relate to social emotional Readiness is a critical component to an empty SS framework very hard to involve teachers into curriculum which is beyond just our standard Creek and that we received from a national provider our teachers are working together develop materials that relate directly to our students here in Lake Elsinore created teams of teacher leaders who are writing instructional modules and we're leading professional call minute to help teachers in identifying what students needs are and how we're going to dress those knees Universal Design for Learning where udl is a proactive lesson planning framework for all students that breaks down barriers and provides access to pick you up and instruction of Universal Design for Learning is not so much students acquiring content knowledge as it is for them to become masters of the process itself plan matches directly with what the teachers have been doing for some time which we call you a universal access which is our effort can you find ways to meet the needs of all of our students Universal screening progress monitor informative data are used to design supports and services in the assessment cycle of an mtss framework shrimp with the teachers daily teaching constantly collecting work samples and observing the students watching them work with others assessment is everyday the quarterly of Benchmark testing that we do with the students their teacher created performance test and then finally the end of the year summative blueprint exam before we take the state test to gather that kind of best estimate of where we fall supports and resources are aligned at the district at the building and the classroom level to support all students the tiered system of support oriented we're not waiting for kids to fail we're all working together students parents teachers administrators to ensure that all students have the supports they need to be successful it's going to align our academic programs or behavior program find all our interventions along the mtss framework able to communicate with all the persons involved with this child turn all mtss is an aligned Continuum of evidence-based system-wide practices to support a rapid response to individual student need with frequent data-based monitoring for instructional decision-making mtss Empower students to achieve high standards regardless of lay or subgroups  the intentional application of student supports is our call to action taking what we know to be true regarding a directional practices learning research and interventions mtss supports all students in achieving their potential start buying all of the staff members and the parents as to what mtss is and the reason we need it as far as pulling all support programs under one umbrella bring it in the social emotional and behavioral component to MTS with a common language is going help us all achieve our goals with California's Common Core working in the classroom ask questions get involved it's essential that we have stakeholder involvement from TSS to truly work to its fullest potential as such district is provided in resources on our website the parents students and teachers can use to make sure that they have all the information they need to make him to assess work we're committed USD to work collaboratively with our faculty and staff to meet the needs of all students are MTX framework and focus gives us the opportunity to implement the goal lower local control accountability plan plus the governor's new formula for funding our local control funding formula I challenge all of our faculty and staff all
